(1) As specified in the work plan or approved by the Government of Nepal, while starting the development works (Nursery construction, seedling production, tree planting, godmel, thinning, pruning, harvesting, felling etc.), the expenditure shall be under the direction given by the department at least by the First Class Forest Assistant Staff listed in the Gazette. The estimate should be made with the approval of the authorized officer.
(2) Forest development and protection, construction and maintenance of forest office under the approved program can be used by the district forest office. (3) Among the works as per sub-rule (2), when working on building, house, shed, forest road, bridge construction, repair, etc., first class forest assistant under gazette, up to 2 lakh rupees, assistant forest officer up to 10 lakh rupees, district forest officer up to Rs. The work can be carried out after being approved by an official above one level.
(4) The authority to pass the inspection of the development work shall belong to the officer designated by the authorized officer. But the right to pass the test will be given to the technical staff one level above the staff who completed the work.
